I drive 3000 miles / year
The only problem is, how are you going to charge someone for driving x amount of miles in a civic and is the person with a Navigator going to get charged the same for the same miles? Best way is to raise gas prices through the roof, then people will drive less and if they have to drive far to work and back then they will chose a fuel efficient car or carpool/bus
