Best way is to raise the gas tax, which penalises those who drive inefficiently. A 3 ton SUV does considerably more damage to roads compared to a 2200 pound compact car.

If you drive for a living you can deduct approximately 50 cents a mile for business related travel (not sure of the exact amount this year).

Of course if the gas tax was increased, the idiots would not spend it on road maintenance and improvements, but on other non road expenses.

Per mile tax does not encourage drivers to switch to more efficient vehicles, per gallon does, while both would encourage less non essential driving.
