Not in all cases,
Generally if you are after more power, then a bigger exhaust will help.
But not much work has really been done in just improving economy by modifying the exhaust, a high flow exhaust with mandrill bends, polished exhaust manifold and appropriately designed extractors can definately help, but you'll be hard pressed to find someone who can give you good advice on that as most performance boys talk in HP not MPG.
It's ironic that the performance area basically looks at getting more from an engine, which is the same as ecomodders, but with just a slight twist on the emphasis.
