Aero is not the only constraint or concern when designing a car.
If you make a steeply-raked windshield, you have a whole lot of glass. It will give more distortion when you look through it, and it will allow more heat into the car from the sun. It will also be heavier, and will likely be harder to keep clean (requiring larger wipers and washer systems) and so on.
As to your question, I'm not sure the actual angle of the windshield to the front lid is that critical for aero. If the angle isn't too great, it probably doesn't make a huge difference.
