Tire to fender and suspention contact is just going to add more drag.
Wearing the tire on its outer most edge is the oppisite of economical.

My engineer friend raised his 2000 sunfire by about 2 inches when he replaced the worn out struts on all 4 wheels. He said the effect was with in the standard devaition for his fuel economy, didn't see any difference at speed on his scan gauge 2 and said you wouldn't know anything had changed other than the smoother ride.

Lowing a car to where you are going to be beaten by the road surface just to pick up some MPGs isnt worth it.
