Yes, if you give it small throttle, it will try to do that same proportion of max current. if your max current is 1000 amps, and you do 10% of max throttle, it will ramp up pwm duty until you get 10% of 1000 amps, but that will never happen at 12v. It's a pretty easy fix to calibrate the current sensor.
