doesn't that refer to "wheel dams" usually these are extentions of the wheel well liner that extend in front of the tire, usually on the front wheels but sometimes before the rear too. many new cars have them, quite understandable, as it usually is just a few extra inches of plastic added to the liners.

they're easy to make yourself if you don't have them, i've added them to my car and FE seemd to have improved, althoug i can't attribute it to these things alone, but theres no doubt the idea is sound!
