Leaving early is probably the best bet, next biggest gain is to avoid using your brakes and don't light foot around about accelerating, with a 2000+ rpm stall convertor of the 3100, pretty much gun it out of the hole and coast to the next light I think is better than letting the TC slip. I haven't driven enough city with my 3100 to know the best approach though.
Unless you can get a MP cheap, it's probably not a worth while investment IMO. you are going to dump the 93 as soon as you can, your next car will probably be 96 or newer so a SG2 would be a better investment latter. Track tank to tank, maybe fill up at half tank to shorten the time, trying to be consistent, get a 3-4 tank average before doing anything but changing the NUT behind the wheel.
