I'm pretty sure it's there in case the engine back fires, fuel spray hits the screen and is sucked back in to the engine, otherwise fuel spray can reach the air cleaner where it can soak in and become a fire hazard.
It also keeps junk from falling in... dropping a nut down the intake is not fun and if left in there will destroy the head.
