In Canada, ALL 2008 5 speed civic sedans got the Hybrid wheels and I think the underbody panels. Honda Canada did this so the Civic could be sold as an EcoAuto and qualify for some sort of rebate. As a result the wheels are quite common here.
The changes according to Transport Canada were good for 2 mpg Imperial
