Without the car right in front of me,it's hard to tell about the bumper.
Since the 1980s,we've had access to lower drag via the full bellypan with diffuser,which is integrated into the valance portion below what is customarily the 'bumper.'
You might inspect under the car and compare to a modern Corvette or Impala.If the Camaros undercarriage is really 'raw' you might consider the paneling and then you could do the diffuser,which would define the lower extremity of the bumper fascia.
You might pick up a few points reduction.After that you might consider some boat tail back there.
