For the average driver I guess they're optimistic, but not for the average ecomodder I have found it's possible to beat them and my car I have very few mods on my car.

The government announced that starting in 2014 the Canadian test cycle will be modified to be more realistic, resulting in higher fuel economy numbers. Some media outlets reported the new cycle will match the US cycle, but others said the cycle will be even harsher than the US. We'll have to wait and see...
