When I was living in spokane there was a 4 block stretch in the down town area that took the union workers nearly 6 months to finish. They barely got it done before the first snow of the year. Then 3 months later it all needed to be redone again. I could never figure out if it was low quality work by people who knew they couldn't get fired, the fact that it was done days before the first snow, or the fact that everybody in spokane drives with chains or studded tires.
I've never been to japan but the pictures I've seen of the roads, in town and in the middle of nowhere highways all look exquisite. smoothness that lasts and quality that I sadly don't think we will ever see here.
