Question about DWL with vacuum gauge

I want to maximize my P&G efficiency by accelerating at around 70% load but I do not have a scangauge to tell me the %load. A vacuum gauge is another (cheaper) way of telling you engine load, so my question is how to convert a simple engine load reading over to the vacuum gauge. I know that when you accelerate vacuum goes to around 0. Is 0 vacuum 100% load? Should I be trying to accelerate at around 0 vacuum to maintain my target load or is it more complicated than that?
