I have a 1997 S-10. Done quite a few of the mods listed above and was able to get into the mid 30's from time to time. I don't have the smooth wheel covers or Toneu cover on right now but still get into the low 30's when I drive deliberatly. Lately I have been experimenting with e-85 and Have seen my gas mileage drop a bit.

List of mods (other then just a tune up which helped a ton) that I found worthwhile:

*E-fan conversion
*Synthetic motor oil, differential fluid, tranny fluid, and wheel bearing grease
*Removed A/C compressor and associated hardware
*Toneau cover
*Smooth wheel covers
*SGII
*LED's all the way around and DRL delete
*Tires to sidewall max

These mods alone should get you into the upper 20's or low 30's. I pull a small trailer and have stuff in the box 99% of the time for work, run ethanol enriched fuel, and live down several miles of rough country road and still average around 28 mpg.
