I had a 1996 S-10 SS 4.3 automatic and factory 3:42 pos. rearend. In this truck I got a consistant 24mpg and this was before I was well aware of the things I could do to improve it. The truck did have underdrive pulleys, K&N filter with the front of the filter box cut open. The exhaust had a single exhaust with a flowmaster delta flow muffler, the cat converter broke apart inside and was therefore gutted. The was also lowered from the factory. If I had the same truck today I would put an electric cooling fan on it and a VOLO chip.
