Yes, zinc coating or cold galvanizing is very common for reducing rust. The zinc acts as a sacrificial metal so it must be replaced after a number of years. Spray cans are available through auto paint suppliers but the spray can be toxic too. Welding galvanized metal is not recommend because of the toxic vapors. More recent developments are the water based epoxy primers than are much safer. If all else fails use a combination of roof cement and gear oil as undercoating, messy but effective.
