Hmm... It's not related to the pwm duty being at too low a frequency. That's good. What current sensor are you using? Is it the LEM Hass 300-s? It may be some sort of overcurrent protection coming on. But it doesn't sound like you are drawing hundreds of amps, so one possibility is a wrong sensor that is more sensitive than the lem hass 300-s.
