Today I completed making my rear wheel skirts and putting them on my car using heavy duty velcro ULTRA-MATE (R), 4 ft per skirt. They feel pretty solid stuck on so I'm not very worried about them blowing away with only velcro to have them attached to the vehicle. Below are pictures of the results. I still need to paint them my body color of course.

P.S. My dad saw the unpainted finished product and couldnt stop laughing. I must be in the right direction.
