You just pretty much PROVED why this argument is valid.

10mpg to 12mpg = 10gal/100m to 8 and 1/3gal/100m = 1 and 2/3 less gallons per 100 miles.
30mpg to 60mpg = 3 and 1/3gal/100m to 1 and 2/3gal/100m = 1 and 2/3 less gallons per 100 miles.

In terms of volume of fuel saved, the volume of fuel saved is exactly the same.
