I have a light like that on my morning commute. I approach the turn at the speed limit; and drop the F-bomb and hit the brakes (after downshifting and DFCO'ing) if the light is yellow or red. There are two left-turn lanes at that light. Most of the people behind me change lanes to beat me to the red light. Sometimes they get there soon enough to trigger the light so I don't have to come to a complete stop.
