In reality I can't think of a way to use electricity that would have less of an improvement on gas mileage then making hydrogen, so if you choose to put up with the losses of having your PV panels flat instead of pointed at the sun then pretty much anything that you run that helps out the engine or propels the vehicle will improve your mileage more then hydrogen, but for the money spent, mounting the solar panels on a ground or roof mount on your house and back feeding in to the grid is going to give you the quickest return after doing an alternator delete.
