I'm skeptical. Lung cancer incidence (people who develop lung cancer) is not tracked as deaths from lung cancer have been steadily decreasing since 1990. Overall deaths by cancer continue to decline even as the population continues to grow. The only cancers that have clear rising incidence rates are skin cancers, esophogeal cancers, liver cancers, and kidney cancers.

I'd be more inclined to believe that this is meant to add another plank of support to those that are opposed to the internal combustion engine.
