New Cars: Can't find one @ MSRP!

Why is it that every time a new car comes out that's even remotely of interest, it's nearly impossible to find one for the MSRP?

For instance, the Prius C. On Toyota's website, they "start" at $18500. Yet, one can't be had in the real marketplace for under $25000 or so.

I'm aware of the existence of dealer fees, transportation fees and the like. But, seriously, this is ridiculous. Is anyone actually getting a Prius C for $18500?

What's the trick here?
