Oh, I'd definitely leave the deck alone for the time being. If you wind up with a bit too much angle on these things, you just stick on some boundary layer turbulators to thicken up the padding of slow air to allow the main flow to stay attached.

I have heard that a lot of period sports-racing cars are quite dry as long as they are moving briskly. For the stops, a canopy that does not meet the windscreen might suffice. That arrangement is becoming popular on Velomobiles, because it does the job, and avoids all the fuss about demisting a windshield.
