I would focus on finding out who did it. Its not like it was in a public lot, knowing it was a co-worker narrows it down a lot. It should be THEIR insurance paying for the repairs, not yours.

Their insurance company needs to pay replacement cost, not estimated value. How old the bike is and what it is worth is irrelevant.

Threaten their insurance with court if need be - I found a letter to the state insurance commissioner also gets their attention.
