The fact is, it didn't pass the test at all.
If it really passed, it'd have been shut down without any further ado, and without radiation being released.
Desperate last ditch methods, risking the lives of those who made them work, were required to prevent a total catastrophy.
That's not passing the test, that's escaping disaster by a hair !
