I assume you mean without the power steering pump? If you do that you loose the functionality of the tensioner.
I'm pretty sure the matrix/corolla of that generation never came without PS. So, you might have to make your own idler. Just find an idler that has the same number of ribs as your belt and find a way to mount it up. Not super easy, but it shouldn't be horribly hard.
