A solar panel can only put X amount of energy into a battery in a certian amount of time, the problem with EV solar charging is that EV's can use X amount of energy in NO TIME. EV's suck down huge amounts of electricity when compared to what PV panels can produce.
So in short, yes a fold down solar panel could charge an EV, it would just take a month or so to reach a full charge. That or you'd have to have a huge array of solar panels to recharge it in any reasonable amount of time.
This is doubly true for the "quick charging" batteries because they are generally sucking down enormous amounts of power (both voltage and amperage) during their short recharge cycle.
