fuel economy question

Is 180 grams/per shaft horsepower good as far as fuel consumption. I recently acquired a Honda 9HP diesel engine from my brother. It's 411 CC (25 cu in) at 9 HP @3600 RPM and 15 foot pounds of torque at 2500 RPM.
Assuming it's max power of 9 HP and 180 grams per HP, does that mean it would use 9X180 grams of fuel to produce 9 HP sustained?
