Ive driven a prius 3 and it seems to dip in and out of ev mode at and above highway speeds, where as you can exclusively use ev mode below 34 mph with light throttle if many conditions are met. Maybe if you install ablock heater and phev kit you can use the ice to get up to speed, then milk the prius as if you are trying to enter lean burn of a honda product?

Ive read on the priuschat forum about pulling the fuel pump fuse to make the car enter a limp home mode that is ev only up to a few miles at 50 something mpg, howwever after aset number of miles it shuts off.

The Insight and I believe HCH will do something similar if you cut the fuel ibjectors by the yellow and black wires once up to speed, however to keep either system supplied with enough power you need 2 converters if you choose an enginer phev system and at least a 4kilowatt battery.
