A business prohibiting the posting of bills is not the same as it being illegal. If they don't like it, they'll probably just ask you not to do it again, and if you persist, they could consider it vandalism or trespassing (
those are illegal).
I'd post to individual cars instead of being an agent provocateur at a business selling the product you're trying to reduce consumption of.
