If you're doing mostly city driving weight is probably more important than aero and I would keep the alloys. They're probably pretty good with aero from the factory, as well.

You can try getting a scrap (extra) bumper to do mods to, or build an aluminum bracket structure that bolts into existing holes. Make sure you separate the aluminum from any steel.
