From what I have seen having a law on the books about not using hand-held phones while driving does absolutely nothing!!!!!
Here in Jersey they made it a stoppable offense. The first week or three the police went on a spree, stopping ant and everyone that even looked like they were on the phone.
Now, it is back to business as usual.
