In my case I have been using some thick vinyl sheeting to make my horn diaphrams. It is not perfect and I have blown a couple of them up but overall it works very well and can be tuned for pitch and operating pressure. In fact I actually made a shorter one that I take to sporting events that is just lung powered and even that one is really loud.

I have also experimented with metal, plastic, and other types of diaphrams. The ideal materal to use would be a metal diaphram but it takes a lot more effort to get it sealed properly and it is a lot less forgiving to work with. I actually blew a metal diaphram out once too, and it actually shot out the back of the horn. That was pretty much the point when I decided to stick with something a little more forgiving and potentially less dangerious.
