It appears I need to have a minimum of 5 posts before I can post pictures so n0 visual progress for you. I purchased some clear duct tape for installation, I found an old cardboard box to use as block off plates, I really couldn't help myself but I bought some fancy duct tape to wrap the cardboard with, and I also found a can of Acetone in my basement next to all of my fiberglass supplies so it's all looking good to go.

I currectly have the center vent under the license plate all cut out with cardboard, I masked off the back to prevent moisture and then the fancy stuff on the outside. I'm just about to wipe down the bumper with acetone and then install this block off plate, after that I'm heading to Tim's to grab a coffee and test out how classy and functional I look.
