Easiest way I've found to see if a vehicle has a fuel cut off on decel is to run it up in 2nd gear, let off the gas and lightly apply the brakes. Once you tach down to around 1000 rpm or so you should feel a slight bump as the injectors restart, else nothing will happen. If your civic coded the same way as my Insight, the restart RPM is somewhere around 1200 rpm
