I'd take his advice and go with at least 36s. And larger pump. I had an 89 gt stock block/crank/rods/pistons/heads/ intake. I only had a cam in it with 1 3/4 headers. With only 4 lbs of boost I was at 340 hp at the wheels and I ran out of injector. ( they were 24s) this was dyno tuned on a mustang dyno and it was a paxton centrifugal. Also the tuner said once you hit about 500 horse the fuel lines must be upgraded from the stock( which i think is "5/16) to 3/8.
Should be able to tune it for mileage. Just make sure it's a good tuner who totally understands you want a lean cruise with no boost until you really get into it. Gota be careful especially with a stock bottom end. There was a civic on here that tuned 230 horse to the wheels but was specifically tuned for mileage at cruise. I think he was getting like close to 60mpg.
