There are plenty of vehicles in Europe that do this already and even some in the US (only high end luxury vehicles). Hybrids have been doing it for the past decade plus. The EPA testing doesn't have the car sit in one position for long at all, so it doesn't show any benefit on the EPA numbers. This is one reason it hasn't come to the US faster.
