When I looked into this the cheapest source was buying used ones off of ebay. They would be one time use fasteners that were mandated to be replaced with new if they ever came out.
Mainly for aircraft, you could buy bags of them for cheap on ebay. Probably still good to use, but might be an odd size that would require a retapped hole.
