No one here is suggesting it is fair to double-tax people. In fact, I think that any non-road usage based tax is unfair. Ideally, if you own a car and don't use it, you need not pay any tax on it. Not even registration tax, except perhaps a nominal fee for the appropriate "paperwork" filed in the computer system.
