Interesting, I kind of wondered about it my self but maybe there is something to it.
What does your Map sensor read (if you have one) when the engine is off vs 80-90% load? I suspect the % is based on 0 being fully closed, and engine off as fully open (no vacuum). My area/sensor reads ~14.6 engine off, idles around 3.5-4 and steady speed ranges from 6.5 (i have an odd high mpg mode thing idk much about) to ~9-10. Taking off, I think it hangs around 12 for 80% load.
