Buy a car that gets 50mpg. ONLY drive it with 4 people in the car. Have them pay their share for gas. You've now made the equivalent of four 200mpg vehicles, each emits a 1/4 the pollution of a regular car.
Where do you always find 3 other people to always ride with you? Co-workers Monday through Friday. Neighbors that buy groceries on the weekend. People on rideshare or craigslist for special events. Hitch hikers when you're able. That should cover your bases.
