Okee, this is a bit old and my picture host took a crap on me. If anyone wants me to fix it let me know.
Okee dokes, since this is fun to do and clean up the engine a lot, and I just did it, we'll do a little walk through.
Tools:
Wire Brush
Sand Paper
Spray Paint (I used wrinkle finish)
Cotton Swabs for the Old Ears
Petroleum Jelly
Oh, the lengths I go to to call things what they are and not by their common brand name.
Anyway, here we go...
1. Wire brush the stuff up, sand, do whatev, clean it the heck off to bare metal, cuz there you go. If you need pictures, lemme know, I'll move some over here, it's mainly a before after type of shot.
2. Get your materials together to cover up the stuff you want shiny with petroleum jelly.
3. Here's what mine looks like post-jelly but pre-paint:
4. Stuff holes you don't want paint in with paper towels so stuff doesn't get in there.
5. Admire your paint choice and get ready to live with it!
6. If you're wrinkling, note that it doesn't leave the can wrinkly,

8. I removed the petroleum jellied parts with a very sharp pencil like cutting instrument, just to get it out of the way, then sanded the clear surface:
