Personally I will not buy a tire made in a comunist country, so I am sure to find where its made, tire rack lists this in their "specs" tab. I have not seen this 165/70R13 size, I know 88-95 used 175/70R13, so the suspension geometry is happy with a tire that size, and I see two on tirerack's web site that stick out to me in that size. The Michelin Defender which is LRR green X labled, or the General Altimax R/T. Before you write off the Michelin because of its $80 price tag, check out the rebate, and that it has a 820 wear rating. the lighter a car is, the slower the tires wear, I would not be surprised if you got 100K miles out of them if you rotated regularly, minimized long periods of direct sunlight ect. regular tire care. The general has great traction, and is quiet. If you do go with larger wheels, they usually get wider. common size tires for the EG civic chassis in a 15" is 195/50/15, 14" 185/60R14 (stock size from my CRX SI(still have 2, and are free to any ecomodder member)). I try not to buy odd ball tire sizes so that if I do have a falure, a replacement is available, and im not forced by availability through a local tire store of something im not really happy with.
Just my $0.02
