I vote we have one person that thinks it's a scam and one person that believes the logic each build one and run it for one month (good sample size) and compare it to the previous months average. Error factor will be decided on variations from previous months before the test (if your vehicle gets 20 one month and 24 the next and 22 the month after we'll use 22 as a baseline with a +-2mpg error factor).
