What are the pros and cons of Cold and Warm Air Intakes?

My 1992 Civic DX timing spec is 16+/-2. What should I set it at? What does retarding do and what does advancing do? What should it be set at for optimal power and performance? What should it be set at for optimal fuel economy? Do the two overlap?
