A ram air intake wouldn't be a bad idea.
At sea level N/A diesels are not too bad. I never wanted a turbo while I was in eastern virginia. Then when I moved to newmexico, at 4400 feet and higher with 12% less air I gave up at least 2mpg, what felt like a lot more than 12% of my power and started running much higher EGTs.
