It's cost effective for bars to offer free bus service to get people in who end up on average spending $20 or less (according to a friend who owns a bar) imagine if each office building and factory had a bus route for the people who work there, they would get to use the car pool lane, even with 15 passenger vans they would take a dozen or more cars off the road for each van.

But I do agree with Frank, there are to many people and that is the source of the problem and to many of them want to move to a nice place instead of making the place that is close to where they spend the rest of their time nicer.
