I believe it's some combination of:
Coolant temp, intake air temp, RPM, manifold pressure (proxy for engine load), throttle position, and possibly a few other factors.
Have you been able to chase down a good manual for your car? The factory manual or equivalent should lay out the conditions. There are places you can download factory-type manuals for various Honda products; not sure if the VX one is in that list.
